eine Gesetzesvorlage einbringen = a motion on sales/value-added tax is being proposed/debated in Parliament; legislators plan to put forward/take a proposition/a proposal to cabinet; party considers new law/move for additional legislation 

das Waffengesetz wird aufgeweicht = the government intends to water down/dilute/weaken gun laws

das Waffengesetz wird verschärft = gun legislation will be beefed up/strengthened

ein Gesetzentwurf wird vorgelegt = the proposal is to go before parlament/federal cabinet; draft legislation has been presented by a junior party member of the coalition; the policy is on the table/is being debated; the bill has been tabled; opposition deputies call for/push for a limit on excessive military expenditures; the ministry for transport proposes to enact/outline new rules/legislation on traffic violations

bedeutsame Passagen der Vorlage werden vom Richter als verfassungswidrig abgeschmettert = judge strikes down/knocks down/bans key parts of bill as because it violates the Constitution/is deemed unconstitutional

der Gesetzentwurf wird gebilligt/genehmigt = proposed law passes muster/makes the cut 

Gesetz wird verabschiedet = Parliament enshrined/passed/advanced the bill/motion in(to) law;  welfare bill has been signed/locked into law; a resolution on altered speed limits on freeways has been enacted/crafted

ein Gesetz wird durchgepeitscht/beschleunigt = law/act has been railroaded through parliament; Government acted in haste to get this new law through;  opposition slams the Government for the rush/race in which it wanted to pass/advance the new law

es gibt Politiker, die versuchen, sich über die gesetzlichen Bestimmungen hinwegzusetzen (d.h. sie missachten/ignorieren sie), um ein neues Gesetz zu verabschieden = there are politicians, who attempt to jump the gun on the legal requirements (i.e. they disregard/ignore them) that are mandatory in order to pass a new law   

im Falle eines Konfliktes steht das Bundesgesetz rangmäßig über dem Landesgesetz = federal law overrides/trumps/supersedes state law in case of conflict

Gesetz wird im Schnellverfahren durchgebracht = measure was waived through; new healthcare law sailed through parliament

Regierung hofft, dass der Bundestag rasch einige Novellierungen verabschiedet = government hopes to get a few amendmends through Parliament soon

Gesetzgeber muss manchmal an Stellschrauben nachjustieren/drehen = lawmakers must sometimes adjust/tweak amendments

alles was sie vorhaben, ist ein altes Gesetz zu novellieren = all they're doing is to dress up old policies to make them look new

Gesetzentwurf wird wahrscheinlich im Bundestag ausgebremst = proposed legislation is vulnerable to rejection and may be disallowed in the Congress/Lower House

es wäre ein Desaster, wenn dieses Gesetz überhaupt verabschiedet wird = woe betide that day if that law ever comes to pass/fruition

der Handelsvertrag wird von allen Parteien widerrufen = the commercial treaty has collapsed/has been repealed by all political parties

unangemessener Vorschlag ist vom Tisch, weil er wahrscheinlich am Obersten Gerichtshof sowieso gescheitert wäre = unsuitable bill is off the table as it is expected it will not fly with the Supreme Court
